The address marked as the Kelp DAO hacker is actually a temporary custody address of the Arbitrum Security Council.
According to Odaily, on-chain analyst Ai Yi has monitored that @arkham has clarified that the address 0x000...0DA0 was a vanity address with DAO characteristics, specifically used by the Arbitrum Security Council to handle frozen assets during the Kelp DAO theft incident, serving as a multi-signature or temporary custody address. This operation should not be considered a hacker action, but rather confusion caused by on-chain entity labeling.
