Alphabet, Google’s parent company, is planning to re-enter the U.S. municipal bond market through a $1.5 billion prepaid energy financing deal.

According to Financial Intelligence News, Google's parent company Alphabet (GOOGL.US, GOOG.US) is planning to re-enter the U.S. municipal bond market through a prepaid energy financing deal worth $1.5 billion. This will be Alphabet's second time this year participating in such a transaction as a fund recipient, highlighting how tech companies are exploring the energy financing market traditionally dominated by banks.

According to preliminary bond issuance documents released on Tuesday, the California Community Choice Financing Authority plans to issue a total of $1.5 billion in prepaid energy bonds, with Alphabet listed as the fund recipient for this transaction. Goldman Sachs (GS.US) is in charge of arranging the issuance. Goldman Sachs is also one of the major underwriters in the U.S. prepaid energy bond market.

Prepaid energy bonds are a rapidly growing niche in the U.S. state and local government tax-exempt bond market in recent years. Such transactions typically involve utilities, bond investors, and financial intermediaries, aiming to help utilities secure long-term electricity or natural gas supplies at discounted prices. In practice, the issuing agencies raise funds by selling bonds, and the proceeds are prepaid to financial intermediaries acting as fund recipients. These intermediaries then make scheduled payments in the future according to the agreement, in support of delivering energy to utilities participating in the transaction.

Through this financing arrangement, utilities can lock in energy supplies at favorable prices, while bond investors gain corresponding investment opportunities.

According to the issuance documents, the beneficiary of the energy supply in this deal is the California Central Coast Community Energy Agency. This public energy agency was jointly established by local governments and serves California’s coastal region, stretching from Santa Cruz to Santa Barbara. The agency plans to sell the discounted power obtained from this transaction to local retail customers.

Representatives for Alphabet and Goldman Sachs both declined to comment on this transaction. Notably, this isn’t the first time Alphabet has participated in prepaid energy bond financing. In June this year, the company acted as a fund recipient in a similar deal, which saw strong demand from investors at the time.

Alphabet’s involvement also signals a changing structure of participants in the prepaid energy financing market. In the past, the fund recipients in such deals were mainly banks. However, in recent years, participants have gradually expanded to include insurance companies and real estate investment trusts—non-bank financial institutions. Alphabet is the first technology company to publicly participate in such transactions.

As one of the world’s major technology companies, Alphabet has continuously expanded its investments in infrastructure and energy-related projects in recent years. This participation in a prepaid energy financing deal further demonstrates that technology companies are diversifying their ways of engaging in the traditional finance and energy markets. However, the current bond documents do not specify whether this transaction is directly related to Alphabet's data center power needs.

Meanwhile, the U.S. prepaid energy bond market is undergoing rapid expansion.

According to data, so far this year the volume of U.S. prepaid energy bond issuances has reached about $36.5 billion, surpassing last year’s record of $31 billion in annual issuances. This means that, even though 2026 has not yet ended, the issuance volume for this market already exceeds the full-year record of 2025 by about 17.7%, reflecting growing interest among issuers and investors in this financing model.

For local utility agencies, prepaid energy financing helps reduce energy procurement costs; for fund recipients, such transactions offer opportunities to participate in long-term energy supply arrangements.

As large technology companies like Alphabet begin to enter this field, the range of participants in the U.S. prepaid energy bond market is further expanding. The follow-up issuance and market subscription situation of this $1.5 billion deal will also serve as an important window for observing tech companies’ participation in the municipal energy financing market.
